The Postal Service is now offering a new program called High Volume QBRM. Publishers can now pay an additional quarterly fee of $1800.00 for any consecutive 3 month period and receive an additional 4 cent discount on their Qualified Business Reply envelopes and cards. The break even point is 45,000 pieces. The fee can be paid annually or for any consecutive 3 month period. So you can decide to pay the fee when they are expecting larger returns from direct mail promotions.

This is not limited to large titles, as this program is based on all business reply mail (cards and envelopes) being returned under the same permit number. Many of you have multiple titles and several PO boxes for each title under a single permit. All returned business reply mail return pieces within that permit counts toward reaching the 45,000 piece break even point.

If you have multiple titles under different permits, you should consider combining your accounts under a single permit to take advantage of this incentive.
