The standard for loose enclosures at Periodical rates has changed effective June 14, 2001. The revised standard permits enclosures to be receipts, requests, orders for a subscription, and printed matter that is part of, or accompanied by, and related exclusively to a request or order for a subscription. This standard applies to any Periodicals publication provided other products or services are not advertised, promoted, or offered. This new standard is no longer limited to publications owned by the owner of the host publication and includes magazines pending periodicals authorization. The requirement to include a check-off box on blow-in cards to renew the host publication has also been eliminated.
